For anglers looking for an affordable yet capable setup, this combination offers a great balance of casting distance, sensitivity, and durability with an IPX-rated sealed reel and powerful surf rod for less than a fancy pair of earbuds.
Starting with the reel, the Penn Spinfisher VI 4500 is built with a well sealed IPX5-rated body, ensuring that sand and saltwater won’t cause premature wear – a vital consideration for a reel that's going to be exposed to both in abundance as you patrol the surf.

The only compromise is that I'm suggesting the VI model rather than the generation-newer VII – the difference between the two is extremely minor. But, if you're the kind of person who doesn't mind paying a bit extra for a couple more useful features, go for it but you'll break the $250 budget a little. You'll find some good deals popping up for the VII 4500 size every now and then, too.
Its CNC-machined brass gearing provides smooth performance under load when cranking, and with a 6.2:1 gear ratio, it retrieves lures plenty fast enough, making it ideal for working jerkbaits, metal jigs and swimbaits through the fast-moving surf of California.

Stepping up in performance and durability, this combo is designed for serious surf anglers targeting larger halibut and stripped bass with bigger baits up to 4oz.
Reel-wise, our favorite $300-ish spinner range, the IPX6-rated Penn Slammer IV series, is well-known for its super-reliable Dura-Drag system, offering a max drag of up to 30 pounds in the 4500 size, giving anglers plenty of power to handle larger fish in rough surf conditions.

Other Rods and Reels to Consider for Halibut, Stripped Bass Fishing
For anglers looking for alternative options, the Daiwa Emcast Surf Rod in 10-foot Medium or Medium-Heavy is a great choice for those wanting a budget-friendly rod that still offers excellent strength and sensitivity for less than $100.
The Shimano Tiralejo 10’6” medium-power rod is another excellent high-end alternative, offering outstanding casting ability and sensitivity for working artificial lures.
On the reel side, the Shimano Stella SW 5000 provides ultra-smooth drag and bulletproof construction, making it one of the most reliable reels on the market, as it should be for about $1k. The Shimano Saragossa SW 5000, 6000 or 8000 is another solid mid-range option, featuring a waterproof drag system and excellent durability for surf fishing.

Common Mistakes and Things To Avoid
Cheaper, slower-action rods that will make casting repeatedly less comfortable and less effective.
Spooling with heavy mono 10lb+ main lines. For light line halibut fishing in calm conditions (e.g. in a harbor) spooling with light mono can work well but you'll loose a lot of feel vs fishing with braid. We find 20lb braid with a 30"-long 20lb fluorocarbon leader to be a nice balace of finesse and strength.
Line twist can be annoying with braid too, especially if using a lure that spins on casting or retrieve. Use a # 10 # 12 Crane Swivel as the connection between braid and leader to eliminate a lot of this line twist.
